DOME (Distributed Open Marketplace for Europe) is a European Commission initiative designed to build a trusted, federated brokerage platform. By bringing together existing market players—from regional marketplaces to cloud service providers across Europe—DOME aims to create a unified, certified cloud catalogue that boosts confidence among customers.
At its core, DOME transforms Europe’s risk of fragmentation into a strategic advantage, unlocking the potential of a data- and AI-driven economy. The project serves as a matchmaking hub for supply and demand in cloud and edge services, a necessity in an era defined by exploding data volumes and AI-powered applications. DECICE: Intelligent Orchestration Across the Computing Continuum
DECICE (Device-Edge-Cloud Intelligent Collaboration Framework) is a Horizon Europe project developing an AI-driven, open, and portable management framework for the automatic, adaptive deployment of applications across a federated infrastructure. Spanning from high-performance computing (HPC) centres to IoT sensors at the network edge, DECICE delivers real-time orchestration capabilities tailored to latency, compute power, and energy-efficiency requirements. By leveraging a “digital twin” of available resources and AI-powered telemetry analysis, DECICE dynamically balances workloads, optimises system performance (compute, storage, and network), and rapidly adapts to changing conditions. Administrators gain control via open, standards-based APIs, ensuring the framework remains portable, modular, and extensible.
Synergy toward a cohesive European digital ecosystem
While DOME addresses the “what” and “where” of cloud and edge offerings—through its unified marketplace and service catalogue—DECICE handles the “how”, providing the intelligent orchestration that makes seamless, efficient use of those services possible across a fragmented yet interconnected infrastructure.
Both initiatives tackle Europe’s digital fragmentation head-on by championing a federated paradigm. A tangible link between them is TOP-IX, the northwest Italian Internet Exchange operator that participates in DOME and is actively supporting DECICE’s deployment phase. TOP-IX’s involvement in the Fulcrum Project underscores the consortium’s pivotal role in advancing Europe’s cloud evolution.
